Re: divorce or legal separation - does splitting an existing IRA and changing the name on the transferred portion constitute a tax free rollover to a spouse's account?

I still not clear about when it is a rollover and when not, in particular if for example I have IRA, and 401K roth and traditional and want to combine them is this fall under trustee to trustee or under rollover.

for example base on the description I would thinkg IRA to IRA is under trustee to trustee and as such can be done many in same year, but than in the chart it says one per year from 2015 which seem to indicate it is maybe rollover.
