Making Avatars from Photos

Anyone have a procedure for making an avatar from a digital photo. What I'd like to do is start with a high resolution photo and get the best picture quality possible for the avatar within the limits of 100 x 100 pixels and 8k file size.

I've been playing with MS Powertoys resize by trial-and-error, but would like a way to hit the maximums with a compressed .jpg image. Would also like to have the largest size avatar permitted.

There are many ways to do it but I prefer Irfanview (besides it's free).
Irfanview is one of the most popular image viewers. Downloadand install it
I am copying this section from their FAQ

Q: How to reduce saved file size from XX to YY KB?
A: There is no one-click solution for that, sorry.
    1. Open an image.
    2. Go to menu Image->Resize/Resample and reduce the image dimensions in pixels.
    3. Go to menu File->Save as, choose JPG and save as new file (see also JPG save options like: lower JPG quality, uncheck EXIF, etc.).
    4. Look at the file size of the new file. If still too big, repeat the steps, using smaller pixel size and/or lower quality, etc.
    X. For many images, use File->Batch Conversion, Advanced options. 
I typically follow this procedure
  1. Open the picture
  2. Ctrl-R or Image -> Resize/Resample
  3. Set the width to 100 (it should automatically set the height)
  4. File -> Save As
  5. Change the type "Save as Type" to jpg (Make sure you specify a different file name than the original)
  6. You now have the new file which can be uploaded as your avatar.

Another way to resize graphics without having to download any software is to use the Image Editor at http://www.gifworks.com/

Start with File, Open Image and select "Upload a GIF From Your Hard Drive." Then follow the instructions. This only works with GIF images, not the JPGs that most photographs use.

You can also follow the links at http://www.gifworks.com/ to find free GIF images that you can use as avatars. But please remember to use the Image Editor to kill the animations :D

To promote community harmony and prevent seizures, I'll be glad to do that for you if you don't know how. Just email the pic to me. (post edit: Nevermind, I see the link that Bylo referenced has the ability to kill the animation with just a mouse-click).

Another option is to use Microsoft Office Picture Manager if you have MS Office already installed.

I just wanted to mention that if you are very into anonymity, you should be careful about what your avatar is. If you post personal information--like a dollar amount in your portfolio, for example--you might not want to use an identifiable photograph.

I use Paint.net for most of my image editing. It doesn't do batch processing to my knowledge, which is a feature I'd like.

I believe animations are not allowed here, right?

If you use Microsoft Windows, Microsoft gif animator is a great free tool for making gif animations. Might be a better tool... anyone?
