Does one need to be collecting Social Security to qualify for Medicare Savings Program?
If one has low income (especially due to non-taxable Roth IRAs and/or part-time work) and in NY (where they have no asset resource limit) one can thus qualify, can one receive QI Medical Savings Program if one decides to put off receiving Social Security benefits? In other words, since this benefit pays Medicare Part B ($185.00 at present) which would ordinarily be withheld from the Social Security payment, could one receive a (monthly/quarterly, etc.) statement from the Part B billing department that says it's been paid through the Medical Savings Program until one decides to start Social Security at 67 or later? That is, assuming one qualified again each year. I believe that if one qualifies for a Medical Savings Program that automatically also qualifies them for Extra Help for Medicare Part D (Drugs). How would that work as far as billing and credit prior to receiving (and putting off receiving) Social Security? Thanks.

As long as they have medicare and meet financial eligiblety they can get MSB in the states i am familiar with however this may be changing if states get reduced medicaid funds .
The state just pays the premium it seamless
When you apply for MSB the states will iniate thr extra help application or if you apply for extra help through SS first you can select to have SS contact state to start MSB application

I had never heard of this and working on a zero Federal tax this year, I thought I'd check. In Massachusetts, income for MFJ can't exceed $3,349. Ok, I'm out.
