Wrangler makes a bunch of fleece and flannel lined pants. I have two pairs of the ATG utility pants. These looks similar to a pair of Khakis but have a water/wind resistant outer and a fleece liner. They are VERY warm, I've even used them as snow pants.

I like Truewerk workpants made from a more wind resistant soft-shell fabric, and they seem to have a jean adjacent EDO WerkPant that might fit your needs depending on aesthetics.

The responses here have been awesome. I have a bunch of work to do now looking at websites, visiting stores, checking return policies for online orders so I can buy several at a time and try em on. This is great everyone.

Flannel jeans are great, but I think what you’re really looking for is a good pair of wool dress pants. Not the thin gabardine wool pants you might get with a suit, but a thicker material. i have several pair. A good men’s clothing store will carry them, but you’re going to pay $150 to $200 and you will never regret it. Those pants with some thinner long underwear on a cold day and everyone will wonder why you’re walking around with your coat open.

There is more than one reason that many people wear tights or leggings including often with nothing over them. Just get some and wear the pants you already have over them. That way, you don't have to compromise about your good looking pants that you already have and wear.
Also that way, you don't have to have separate pants for winter, spring, summer, and fall. And when travelling you can layer or not as needed. I was wearing Arc'teryx Phase SL leggings the other night while sleeping outdoors. They are quite slimming and attractive, but you cannot buy them anymore.

If thermal underwear isn't enough, adding fleece or down pants on top is usually the next step. You might also consider a "shell" layer. The really nice stuff costs way more than $100. Not sure you need it. You might also consider something like "Carhartts" if you like the "working man" look.

Full Blue Carpenter jeans are my pick because I like the extra pockets. The other Full blue shown is a standard 5 pocket type. Both are just fine for everyday living. The photos aren't indicative of how they actually fit so just try a pair.

I have multiple solutions that will work at 10 or 20 degrees, none that will also be comfortable inside at 70 degrees.

Check out the Alaskan Hardgear stuff as well when you're at Duluth Trading Co. The best pants I've found are actually riding pants made from Polartec Wind Pro fleece - they're windproof and water resistant, which work great for hikes or dog sports. It may look a little funny with the knee patches and all, but they work. Bonus is that they are made for moving around in different ways, so don't fall down or ride up, and come in tall lengths. Here are some examples, but this is a discount website so I'm not sure if you can buy and return.

I wear Duluth flexpedition fleece lined pants (their lightest weight fleece lined pants) for days I'll be outside in temps below 30F. Might I suggest a different route? Get yourself a greatcoat, peacoat, trenchcoat, or duster that covers your legs while outside.
The pants do great outside though, very comfortable.

I really like Gerry pants and shorts, and just bought their Venture Fleece Lined Stretch Comfort Pants at Costco, which is now sold out, but available on Amazon if you can find your size. Very warm and flexible. I was out yesterday for hours in freezing weather and never got cold.

I have a couple pair of Kuhl pants that I like for warm weather, didn’t know they made lined. I’m going to try a pair, I really like the others I have although they are the tapered.
