Vanguard Agent Authorization without SSN

Hello,

I am trying to set my Agent Authorization with Vanguard, however the form requires an SSN or an EIN. I live on my own in the US, and my relatives live in other countries and do not have an SSN. Has anyone encountered this issue before?

How can you have a relative from either Mexico or Canada added when they don't have SSNs?

Id be inclined to call VG and ask if this can proceed without a SSN first; id also ask if non-US resident/citizen can even be approved.
