I am taking my MDR from my Vanguard Traditional IRA for the first time since I left Vanguard PAS. I took the money from an IRA ETF fund on Friday which meant it went to a Settlement Fund. I want to transfer the settlement account to VTI in my brokerage account. My options are "transfer money" or "transact", which one do I use to move IRA settlement fund to my brokerage account.
FYI: The Vanguard person I talked to about doing the MDR wasn't the nicest person to deal with. I rather not deal with Vanguard customer service.

Transact, I think. Transferring money is for moving money to your bank.
What did the rep tell you? Whether they are "nice" or not is irrelevant to me as long as they give me the correct information.

I would simply try each way. Whichever one worked is the one I would use. You can try two transactions by dividing the total amount into two parts. Maybe both ways work? Please let us know. Thanks!

To transfer money between accounts, you need to choose Transfer money at the top of the account listing in Holdings and select Move money between accounts. You can’t use the Transact command at the end of the individual fund listing.
And you don’t need to send the money to the settlement fund. You can directly transfer from any of the funds in your IRA to any fund in your taxable account.

FYI: Vanguard told me that ETF funds in an IRA account had to go to a settlement account. Sorry, missed the part about the ETF. I only use mutual funds where one can directly exchange across accounts (except from taxable using SpecID to other accounts).
