My hobby is genealogy. Sometimes photos of people turn up and the identity is less than certain. I would like to be able to compare these photos to a known standard photo of the person in question. Can anyone recommend a software program that will do this? I prefer to work in MS Windows but will consider other systems.

I know my Google Photos does face identification. You could upload the photos to Google Photos, assign a name to a photo of a person with known identity, and also upload photos of people with unknown identity, and it will suggest a match if they appear to be a match with a named person within your account.
