Q about EOB and invoice between insurance and hospital

Hi.
Kind of a short/long story but please bear with me.
I'm dealing with out-of-state insurance and local hospital stay. I work fully remotely so my BCBS is in the other state. I added up with 1st-time severe vertigo in the hospital( medical term giddiness and dizziness). The ambulance came and transferred me with concerns of a stroke. When admitted hospital performed CTs and MRI to rule out a stroke but left me to stay for observation overnight and to have more detailed procedures the next day to figure out what kind of vertigo it is. The next day I got a visit from OT( occupational therapist) and I felt good and was able to do everything OT asked. Then later a team for the cognitive test came. Not sure really why but I thought ok. They are doctors so they should know. I totally understand it is all protocols that somebody developed. It went fine and I was supposed to do specialty PT(Physical therapy) to figure out what vertigo I got. I got wheeled down to PT office and vertigo came back so PT did figure out what it was but PT would not let me go home. So I stayed another night. The next day I had another PT and OT and everything got to normal( knock on wood) and I got discharged.
Now the fun part. The hospital submitted claims and I can see EOBs but when I got a bill, it was a mix-and-match between different EOBs and line items so it was not really easy to figure out and I'm good with those types of puzzles. What I found is that EOBs had cognitive testing and some PT and OT procedures that were not covered at all with a message that those tests are not covered based on submitted diagnoses but some earlier PT and OT were covered. Talking to insurance, they kind of said that those tests were deemed unnecessary and offered a coding review. Meaning they will get in touch with the hospital and will try to resolve the issue. I agreed. I also called the hospital and ask why those were performed and did not really got an answer but was offered that the hospital will do a coding review. I agreed. In a couple of days, I got a letter that the hospital finished its review and of course, not thing was wrong on their side. I called insurance again and have been told that they are working with the hospital. I gave them a couple of weeks and called the hospital to see if anything changed as I already got a bill from them. The hospital told me that they never got anything from insurance. They offered a 3-way call. I called insurance the next day explaining the situation and was offered another coding review. I was getting really frustrated with insurance and somewhat told them that what they told me the last 2 times was a lie. Rep did not know how to deal with it but said she will work on it. I asked the manager to call but never got a callback. Now I can see a new EOB but those services are still not covered.
So here are my questions.
Do I really need to file a complaint about insurance?
Or Should I ask the hospital to at least reduce those non-covered services with the price of the insurance rate?
Can I negotiate with the hospital?

I'm planning to callback to insurance and complain about no callback.

I feel like both of them don't care because it is all coming from my pocket.

Please let me know what you all think.

You are hoping (1) to resolve this with phone calls and (2) have it happen quickly. Neither of these are gonna happen.

Dispute, dispute, and appeal. Expect that it will take months, many months. Maybe in the end it will be worked out.

I have had a good lack of filling BBB complaints. Should I do it?

The thing is that some PT and OT got covered but hospital used different codes. If the hospital would use the same codes I am pretty sure insurance would pay out.
