Mother-in-law stimulus check not received

My mother-in-law got her green card in the first quarter of 2019, she has less than $5000 income for 2019, we filed her taxes about 5 week ago. When I checked the stimulus check status on IRS, this is what it says. Please advise how to follow it up. TIA.

We are unable to provide the status of your payment right now because:
We don't have enough information yet (we're working on this), or
You're not eligible for a payment.

Were they filed by paper? Then they're stuck in a pile somewhere waiting to be processed. I filed mine in March and I get that error. The IRS website says in that case don't bother them It would be nice if they posted some possibly completion date.

Does she have Social Security Number, or Tax identification number?

I have read somewhere in the past that if a taxpayer does not get the initial stimulus payment it will be reconciled on the 2020 tax return when submitted by April 2021. I understand there will be a question about the receipt of the initial stimulus. Maybe others can share their understanding of the situation.

I filed my MIL's taxes by mail in April after learning about the stimulus payment. She has no income so we haven't been filing them regularly. We too get the same message and haven't received payment.

For the past 15 years I have volunteered in the IRS sponsored AARP Tax-Aide program (Tax Counseling for the Elderly) preparing free tax returns. We have many older people who technically do not have to file returns based on their income level or do not owe nor are they due a refund. We do encourage them to file returns just to protect their SSN from fraudulent use by another person. Some do file and some do not.

There is nothing you could or should do - just wait until the end of the tax year. When they run the stimulus (who should get what), you MIL did not existed in the system yet (no 2018 taxes and 2019 are not filled). So come the end of tax year 2020, she would get bigger refund (amount entitled under stimulus program(s) minus amount already received).
