Compact Discs Cosmetic Defect?

I purchased a two cd set that was advertised in very good condition and links below show photos of what I received. They play perfectly with no skips. I'm wondering if this is manufacturing error, cosmetic defect or do certain cd manufacturing companies' coatings have this pattern?

Never seen that before, but what’s the difference if it plays perfectly?

Anything that plays perfectly is very good condition in my book.
