The article posted the "declaration date". A more useful date is the "ex-div" date.

Or is Vanguard's "declaration date" the "ex-div" date for ETFs?

For ETFs, I've observed that the ex-dividend date is two business days after the declaration date.

Ah yes, Vanguard terminology...

There's a good discussion of this in my last "Find out if your fund is declaring a dividend this month" back in June.

I'm also a TIAA investor, which has its own esoteric terminology. It's vintage stuff, I tell ya.
