2010 Toyota Highlander Heater and AC

I have a 2010 Toyota Highlander that the who console with the heater/AC/rear defrost has stopped working (no AC, heat, fan, etc). I was messing with the fuses as the two power outlets stopped working. I replaced those fuses, but then when someone went to drive it, the whole HVAC system is not functioning at all.

I can't seem to locate a fuse that might control all of those things. The background lights in the panel work, but that is it. The fan doesn't turn on. None of the other lights turn on. I've look at the "AC" fuses in the cabin and they seem fine.

Are you replacing fuses under dash or in the engine compartment? This may help.
