If a US citizen lives abroad as expat but sometimes need to come back to USA for 3-6 months, what are the types of health insurance in USA they can buy. Is ACA health-exchange plans possible to buy outside open-enrollment period after arriving in USA. What are some good companies who can sell short-term non-ACA plans for 3-6months. Thanks

Moving to the US from abroad will trigger a special enrollment period for ACA insurance. So you could do that.
I know nothing about short term plans, since my state doesn't allow them. Given your circumstances, though, you're really looking for catastrophic coverage, and short term plans are pretty limited.

What type of health care coverage/insurance do you have where you are living?
Does it include any option for "travel insurance", and if so, what kind of time limit is there for the coverage?

Local country Health insurance with much lower lifetime limits which will not cover USA. For my short trips to the USA I have been using World Nomads. But I don't know if it would be appropriate for a longer stay like you are contemplating. I believe you have to be a resident of another country to use it in the USA:
