Canadian Expat (Qatar) - VGRO withholding tax

Hi everyone! As an Canadian (non-resident Canadian, living/working in Qatar), I was wondering if someone could shed some light on this?

While I'm asking this in a strictly non formal, non professional manner (generally speaking) - I just received my cash dividend for Vanguard Canada's VGRO (as a Qatar resident, bought through IB via the Canadian market). The dividend payout (what was deposited to my account) was $1843.99 (all CAD), and the withholding tax was $614.67 (gross amount $2458.66). I think I'm missing something, but this makes the withholding tax as an expat about 25% for this payout, when it should be 15% (flat rate for non-resident Canadian expats in a tax free zone)?? Again, asking purely in a non formal manner, but trying to reach out to someone in the know to see if I should be investigating further. Is there something I'm missing perhaps?
