My spouse’s employer offers medical with an additional first dollar coverage plan from a company called Nonstop.
What’s the deal with these first dollar plans? My impression is that it lets the employer use a HDHP plan to save money and offset that with pooled risk on first dollar payments. Is that accurate or is there some other way that this makes sense for all parties?

Can the first dollar plan be applied against non-HDHP plans?
It would be a little unusual to have an HDHP with additional first dollar coverage because then it wouldn't be HSA eligible. Of course it wouldn't be high deductible anymore either.
