While trying to file an automatic 6-month state (CA) tax extension, I found the following statement:
The State of California will grant you an automatic filing extension as long as your tax balance is paid by the original deadline (April 15). Therefore, if you owe zero California income tax or you’re due a state tax refund, you don’t have to do anything in order to receive a California extension.
If I have enough tax withheld, then income tax filing deadline is Oct. 15 instead of Apr. 15. Is it new this year? Does it apply to other states, too?

Each state has its own rules. I owe tax in Vermont and Virginia this year, because I moved mid-year. Virginia did not require me to file an extension if I have filed a Federal extension, which I did. Vermont has their own form, which I was required to sign and mail.
