Filing for partial refund of foreign dividend tax withholding

So, I hold some Toyota ADRs. My understanding is:

BNY Mellon (in the US, I assume) is the issuer, and pays withheld taxes to Japan on the dividends. There are various possible tax rates for this tax based on what type of person/entity/vehicle holds the ADRs, and in the case I'm concerned with, I believe too high of a withholding rate was used.

So, is it possible for a US individual investor to file something with the Japanese government to try to reclaim some taxes? Does anyone have experience with something like this, that they could/would share?

It may not be cost and/or time effective, relative to the likely refund amount, but I'm curious.
