[Social Security income limit with 457b]

Don't know if this thread is proper but here goes.i will be 62 next October.....I plan on working to my Fra....66..6 months....I make about 37000. per year.....about 20000. over limit of 17040....so I would face a 10000. reduction......if I enrolled in a 457b....contributing 18000..bringing my taxable income to 19000.a year .. would Social Security consider my income to be 19000..per year and only penalize me for being 2000 over the limit and let me collect my social security benefit with only a 1000 dollar reduction.....I hope I explained this properly.....this is a city job and not my primary pension.....thank you
