I got an attractive job offer last week from CA. I was a CA resident before. But I left there in 2007 and since then I had nothing whatsoever left there. No house, no mail address, no bank account, nothing... If I accept the offer and return to CA now, do they consider me resident for the last 10years?

Also, if I went there now, rented a house, and filed my taxes with my new CA address, what happens? I had nothing for CA in 2016, would they expect a tax return for 2016 from me?

No.
I had nothing for CA in 2016, would they expect a tax return for 2016 from me?
No. (next year, you will file a state tax return as a Part-Year resident, which would signal to the state that you just moved back.
