From what I have seen in the last few years, it is usually not open until the last days in January / first days in February.

I hope you meant to write "last days in December / first days in January."

It's not too hard to make withholding changes in February, or even in March. I have made 6 or 8 W4 changes this year alone. Go with something that mostly worked this year, and adjust from there in March after the calculator is released.

Alternatively, use the 2016 W4 worksheet. It will be close enough, for now. https://www.irs.gov/pub/irs-pdf/fw4.pdf

No, sorry. IIRC, I usually check after the first paycheck, and there is no mention or where to find it. Then after the 2nd paycheck they mention that it will be up shortly, and it usually appears between paychecks 2 and 3.
