Anyone used HomeIntel in California

My mom was requesting that I look into a program call HomeIntel that PG&E is sponsoring. I was wondering if anyone has used then in the past and if it's actually free with no strings attached. Homeintel appears to be some sort of energy efficiency program.

It seems legit but I can’t comment on the advice it provides (new home, not enough data).
