Koch's is the standard answer in the University City/West Philly area near Penn. It was good, but I haven't been there for decades (moved away, then moved back but to the suburbs) and can't vouch for how it is now.

Koch’s is good but unbelievably slow - I’ve waited there over 45 mins when there was one person in front of me for a sandwich.

When we lived in the city it was Famous Deli up in the north-west. That was a very busy location my Mom loved.
In the suburbs now we are left with just the Kibitz Room in Cherry Hill NJ.

The owner of Famous 4th St. is opening a deli at the former location of Short Hills Deli (Cherry Hill, NJ).
