2018-19 SUVs
I’m looking to replace our 2010 150,000 mile mid size SUV.
Considering:
-2018 or 2019
-under 40,000 miles
-under $30,000
1. Acura RDX
2. BMW X3
3. Lexus nx
4. Volvo xc60
I’m not well versed in cars or best methods for buying them and getting a decent deal. I care about reliability, maintenance, and safety.
Any advice?

Have you test driven any one of them?
Cliche, but I'd recommend Lexus > Acura > Volvo = BMW for cost of ownership, reliability, & value.
Not on your list, but I think the Mazda & Hyundai SUVs are sooooo darn good looking. In my eyes, better than the ones you mentioned. Not a knock on you(!) but a recommendation to check them if you haven't.

Mazda CX5 would be my choice.

Even the Lexus and Acura will be more expensive to maintain than a Toyota or Honda. How about the Highlander or Pilot? Or RAV4 or CRV?

The NX is a great car. Should be able to find one under $30k w/low mileage. Look at your local Lexus dealer as well and get certified. My local dealer had 10+ used ones to pick from. Factory warranty and then 2 years unlimited miles after that. No BMW. No Volvo. The RDX is nice as well but I personally give a slight edge to Lexus.

Disagree on the NX being a great car. I personally think it's the weakest entry in the entire Lexus lineup, and unbecoming of the brand. The RAV4 it's based on is a better overall vehicle.
From that list, I would choose the X3 or RDX. Both are significantly better cars than the NX, though both will likely cost more to own long-term. The Audi Q5 is also a standout in this class. If it doesn't have to have a luxury badge, I would definitely give a strong look to the top trims of the Mazda CX-5 and Hyundai Santa Fe as well.

I have bought used Lexus RXs from the dealer with 0%-interest loans. I found that Carmax had listed prices that were more expensive than I could get from CPO Lexus at a dealer after I negotiated. And when you say under $30,000 does that mean including taxes because that will make an 8.5% difference around here. My last Lexus was under $27K before the taxes.

What you need to do is go to test drive them first. And then fiddle around with them each for 30 minutes to understand what you like or don't like about the glove box, the seats, the cargo bay, the color, etc., etc.
