Just guessing by your zip code, but try your local Area Agency on Aging. They will help your friend apply for Medicaid and nursing home placement if necessary.

I can't speak to the financial aspect, but you can compare nursing homes per zip code on this Medicare site:
https://www.medicare.gov/nursinghomecompare/search.html?

It lists 32 nursing homes within 25 miles of 70002 and gives star ratings.

If it hasn’t already been done, your friend needs an evaluation as to the self-care activities that he is able to perform. Which and how many of these Activities of Daily Living (ADL’s), which include dressing, bathing, grooming, feeding, etc., he cannot do for himself will determine the level of care he needs. He may not need to be in a full-fledged nursing home. He may be better suited for an assisted living facility, or even a personal care home if he can still handle most of these functions. If so, it will save considerable cost for him.
Both Mapmaker and OnTrack gave excellent advice, but you first need to know what type of facility to look for.

also there may be waiver services that can provide home and community based services (like skilled nursing but in home) to lessen costs. You should inquire if he wants to live in the community but needs some skilled care.
