2 factor authentication with a second google voice account

I've read through these forums about the concerns over SMS 2 factor security, but Vanguard forces us to enable SMS. This is even if we want to use the Yubikey, from what I understand. I've also read about security concerns with using Google Voice, as the Google Voice account is the same as my email (gmail) account. That would defeat the purpose of 2-factor security. Google gives us access to email and google voice at the same with with 1 login.

I happen to actively use 2 google accounts. Can I use the second gmail account for my 2-factor SMS via Google Voice? Does anyone see a problem with that? I live overseas, by the way, so using a USA phone number isn't an option for me.

Thanks for any input you might have. I would really like to enable 2-factor security, but haven't been able to do so yet.
