Have been using Google Hangouts for a while with no issues personally. Not sure if you have to have a G Voice number to use their service though.

I have heard clark howard talk about viber. It has free viber to viber calls, and I believe 99 cents for one hundred minutes within the usa for calls to any landline/cell phone.

Hangouts/Google Voice is the best, because it is free to call any land line or cellular phone in US. Others like Viber charge money to call any non-VOIP phone number.

I am using Media5-fone. It is not tied to any VOIP provider. I've been using it for years and it works fine.

Another vote for Google Voice. I've been using that for my primary service for several years.

I've been using Google Hangouts. It's free to make phone calls to US numbers.
