Is there a Wiki or forum for Vanguard Portal questions?
Would there be an in depth guide to its features and how to read the data?

What do you mean by the Vanguard Portal? Do you mean Vanguard's website? If so, there is no specific forum for this. This board has a general wiki (https://www.bogleheads.org/wiki/Main_Page) but I don't think it has a page specifically on the website. For one thing, the website changes too often for a wiki to remain current.

There are also so many varied features that it would be hard to describe everything. There are threads on this board where people ask about how to find particular features they want to know about.

Perhaps you could start by asking a specific question about something you want to know.

I'm not aware of a guide to Vanguard's website in the BH wiki. Vanguard has lots of information, tools, calculators, etc. in their "Resources and Education" section. There's also all kinds of data, etc. that you can access from the drop-down menus when logged into your accounts.

You might get more and better responses if you edit your post to include specific questions about what you're trying to find or do within your Vanguard account.

Does "how to read the data" mean how to use the information associated with a fund, like its performance, expenses, holdings, etc? Or do you already understand these basics and are just having trouble navigating around the website? If the latter, tell us what you want to do. I'd also poke around YouTube; if it can teach me how to cook a prime rib or fix my car, it can probably help you understand the layout of their site.

I see you last posted 3 years ago that you were talking with Vanguard's advisory service. What's happened since then?
