Why no 199A deduction for Total Stock REITs?

Why no 199A deduction for Total Stock REITs?

Vanguard Total Stock contains REITs. Why aren't the dividends from these REITs partially deductible under the new Section 199A provisions, the way that they are for something like Vanguard REIT Fund? Is this a limitation written into the law or is it just that Vanguard is not bothering to break out the REIT dividends?

According to the wiki VTSAX is 1.72% REITs. I’m guessing that the per-share number for those dividends rounds to $0 so they just don’t bother.
