85 % US /15 % Intl. Including a Global REIT fund that has done very well. Goal is 20%
My 403b has poor choices in intl funds, or would probably have been at 20-25% long ago.

Close, it's approximately:
45% US Equity
21% International Equity
29% Bonds (and a little cash), around 14%-16% non-US, so 84%-86% US
5% Other (commodity, gold, reits)
Age 63, retired, fairly aggressive investing style.

When you purchase shares of equity either directly or through an equity index fund, the recipient of those purchase are vastly predominated by other investors selling those shares, not companies issuing new shares through initial public offerings (IPO's). Judging from a list of stocks in Russia-specific ETF's, about 25 Russian stocks comprise a Russia index. It's likely that an EM or total international fund also contains around 25 Russia stocks, and that zero or virtually zero of your purchase dollars would be going to "Russians". In 2018 in fact, the Russian stock market has exactly zero IPO's.
70/30 AA for life, Global market cap equity. Rebalance if fixed income <25% or >35%. Weighted ER< .10%. 5% of annual portfolio balance SWR, Proportional (to AA) withdrawals.

I struggle with this all the time, but I now struggle with it even more since adopting a three-fund portfolio.
I've seen a lot of discussion (even Bogle himself) mentioning how international stocks will outperform domestic stocks over the next decade. Unfortunately, the only way to know is when we get to 2029.
I personally have a 60/40 split domestic/international (VTSAX and VFWAX) within my stock allocation.

Can you give a link to Bogle's remark that "international stocks will outperform domestic stocks over the next decade?"
Mr. Bogle and I had a lengthy discussion about international stocks when he wrote the Forward to my last book. Your statement is very unlike the Bogle that I knew.

I think I'm finally out on international
I'm 20%, but think it doesn't really make a difference at that percentage. Seems like when US stocks go down so does internationals and the returns are abysmal.

Taylor, maybe I misread the article or his quote. He mentioned domestic stock returns will be down, and I thought he had mentioned international would be more. I know his primary stance has been domestic stocks as he thinks domestic stocks get a lot of their revenue from international sources, so he doesn't feel the need to own international stocks.

And I understand the reasoning of Warren Buffet and Jack Bogle.
