I've had an account with Health Savings Administrators (http://www.hsaadministrators.info/) for a few years now. They use all Vanguard funds, expenses are very low, and the customer service has been great. They're constantly ranked at the top of various lists from Morningstar, Kiplinger's, etc. I've had nothing but good experiences with them.

If your goal is to use your HSA as a long term investment (vs. for periodically pulling money out to pay medical bills), this choice was the best option the last time I researched it, maybe a year ago. TD Ameritrade has a good selection of no transaction fee ETFs, including many from Vanguard, and the $2.25 monthly HSA Bank fee (which is avoidable by holding $3,000 in cash) is small.

We have hsaadministrators which specializes in Vanguard funds. But they are $36/year plus 32 basis points. I am considering switching to HSABank in the future.

Just opened up a HSA with HSA bank a few weeks ago; still seemed like the best option IMO. However, I already had/have most of my assets at TDA, so that was factored into my decision. YMMV.
