Selling ETF's and Stocks

Just completed In-Kind transfer from WF Advisors to Vanguard. Need some guidance to develop a plan for selling these holdings.
My goal is a self managed 3-Fund Portfolio

Stocks:
NRUC - National Rural Utilities Cooperative Finance
PRH - Prudential Financial Inc.
BAC.M - Bank of America Corp.
T:NYSE - AT&T
ETF’s:
GSLC - Goldman Sachs ActiveBeta U.S. Large Cap Equity
IVV - iShares S&P-500
XLK - Technology Select Sector SPDR Fund
XLI - Industrial Select Sector SPDR Fund
XLY - Consumer Discretionary Select Sector SPDR Fund
Mutual Funds:
FNSXX - Fidelity® Investments Money Market

Is this a taxable account or IRA? And if so do you have significant gains on these holdings?

You need to list the basis for each, whether you've held them for longer than a year, and if you have the ability to sell specific lots.

Presuming you're using Spec ID in a taxable account at Vanguard...

1. Sell all lots with losses
2. Sell all lots with minimal gains to use up losses in step 1
3. If you have anything left, decide how much in gains you're willing to recognize in tax year 2024, then sell the highest ER fund to reach that amount.

In addition to the above:

1. Do not by any more shares. Turn off dividend reinvestment.
2. If you donate cash, stop. Start donating shares with the largest long term capital gains. You get a double tax benefit. A donor advised fund (DAF) can help with this.
3. Have a clear plan before making too many changes. Think it through.
52% TSM, 23% TISM, 24.5% TBM, 0.5% cash
