why so few international small cap value index funds?

will VG ever have one?

You only need 1 good one. Most (though not all) small value investors on this forum will probably recommend AVDV.

Two good ones would be better for tax loss harvesting (AVDV plus one more).

I think the regulations are such that mutual funds cannot own more than 5% of the outstanding shares of a company or something like that, so that international small value funds soon run out of shares to purchase if they have investors pouring money into the fund and thus the fund would have to close to new contributions. And if the fund is closed to new investments, then it never reaches economy of scale.

A few years ago there weren't any non-DFA ones. Unless you count WiadomTree's DLS which is dividend weighted.

Today there's one good option in Avantis' AVDV. And iShares just launched one (ISVL) which could be another good option if/when it grows its AUM.

Looks like iShares ISVL has USD 15 million under management at present.

Have you looked at FNDC? This was purchased when my funds were under management. It looked decent enough and I kept the fund as is. Watch out for expense ratio of 0.39.

Another option but it's more of a quasi SCV fund. It's valuey right now and has been for a while. But with the RAFI methodology it'll become less valuey IF the value factor ever goes on a good long run.

So, the recomendations are: AVDV, DLS, ISVL and AUM.

can I purchase these in my VG IRA? Without a fee?

FNDC is also a recommendation
AUM is not a recommendation

you should be able to buy all in an IRA commission-free
