STAR fund in a taxable account

One of my coworkers wants to open his first taxable account at vanguard wilh $1,700. He doesn't have a 3K to buy VTSAX.He is thinking to start with vanguard STAR fund or one of vanguard balanced funds. His goal is to save money to buy vtsax. Is it a good idea? Any recommendations?

Use an ETF.

If a mutual fund is desired, use something like TR2065. It is 90% stock and will stay that way for 20 years.
Or just wait to have $3k saved up. It won’t matter in the long term.
