Special Enrollment

During special enrollment due to a qualifying event, is one able to switch health plans, if say CDHP, HMO, POS, and PPO are offered by employer? This would be to reduce cost as HMO is likely less than PPO.
If so, how would FSA vs HSA be handled? From what I know, if one has FSA, one can not contribute to HSA.

Any information appreciated.
