Do places like Edward Jones or Vanguard charge a fee for reinvesting dividends?

Vanguard does not. No idea what EJ does, no one recommends them.

OP don't forget you pay capital gains on dividend reinvestment in a taxable account.

Dividends (whether ordinary dividends, qualified dividends or capital gains dividends) may be taxed when received. If taxed, it doesn't matter if they are reinvested or not. Reinvesting dividends is not a taxable event.
