Very high commissions - should I transfer to another account?

My employer uses E-Trade for our stock plan. All stock grants and ESPP go into our stock plan accounts.

E-Trade charges really high commissions for trades ($20 per lot + $0.02 per share)

I can potentially transfer the stocks to my individual account (I don't know if there's a charge for this) but they say that the cost basis will be lost in the transfer.

Should I transfer if there's no charge?
