Updates on Investment Gifts?

I have a number of young friends who have recently married or had their first child. Quite a few of them have very little investment knowledge or even the realization that they should be investing. I have taken to giving them paper I Bonds obtained via my income tax refund. However, this is limited to two external recipients per refund (if anyone knows how to increase this, I'd be grateful to learn more).

While there have been posts on giving stock as gifts, they seem to be mostly older discussions. Does anyone know if things have changed recently, such that it might be any easier now to give shares in, say, index fund ETF's, without getting too entangled in needing the recipient's SS or bank account info?
