Initial Installation Revenue Credit Inquiry

I'm working with a 401(k) committee who is trying to decide on a Recordkeeper (Vanguard or Empower) for their retirement plan. I was wondering if anyone knew if Empower pays Third Party Administrators (TPAs) an Initial Installation Revenue Credit (to my knowledge Vanguard does not pay such credits)?

Additionally, Empower initially was Asset Based with their fees, and now is Fixed Fee (like Vanguard), has anyone had experience with this? My concern with this is that Empower is doing anything possible to get this initial business, to then potentially circle back down the road and bite the plan with new, additional fees/costs.

Empower had some bad Yelp reviews. You should read them.
