Interesting tack on investing in the 5 country losers indexes of the last year and rotating them each year.

Has anyone tried this or folks think there's any merit to incorporating the idea as a fraction of "international dversification"....something like a "shapeshifting country tilt"?

No, there is no evidence that in a single year that countries with lagging performance can suddenly leap ahead to above average performance. Certainly in a taxable account if you try too many neat sounding ideas then that could destroy your portfolio by filling up with random funds.
