Pennsylvania Deferred Comp

Is anyone familiar with or invested in the PA Def Comp program for state employees? During my tenure with the Commonwealth I took advantage of this program. An investment adviser once said that at some point I should get out of this program since the costs are high. While I have intentions of converting some, if not eventually all, of this account to a Roth IRA I didn't find the costs all that expensive. Most of the funds have an average OE of .01-.02% plus an Annual Asset Fee of .07%, thereby making the average cost .08-.09%. This did not seem extremely high to me. Returns for the funds appear to also be on average: S&P 500 Index fund 24.96% 1-year, 60/40 Balanced Index fund 15.62% 1-year, Bond Index fund 2.61% 1-year. While I am not debating returns, all in all I don't see a need to quickly get out of this Program. An opinions or advice on the PA Def Comp Program is appreciated.
