Traditional IRA - Moving funds from Money Market to Target? How

My wife had moved an IRA of hers from BoA a while ago to Vanguard.

There is about $18K sitting in a Money Market Account within the Traditional IRA and about $17K allocated to VTIVX (Target 2045). She has not made 2017 $5500 contribution yet.
I am trying to help her use the $18K (Prime Money Market) in the IRA and allocate to VTIVX. When I click BUY, it takes me to a page asking us to contribute $5500 and which fund to allocate to (Money Market or Target Date).

How do I simply just buy VTIVX with the Money Market Fund? I use Fido personally so am a little lost.

You should use the Exchange option, which is, in effect, "sell to buy" in one transaction. You can get to it under the "My Accounts" > "Buy and Sell"
