Which funds would you pick, given this constrained list?

Yep, these are my only choices for a given employer HSA plan, currently sitting at $20k.
The Vanguard 500 fund at 0.04% seems good for the "domestic" stock component. But what would you suggest for a fixed income/bonds portion?
Note I'm in California, so HSA earnings are taxable.

Depends what the rest of your portfolio looks like. I use a similar Fidelity 500 fund at 0.035% in my 401k but that's only $30k while the rest of my portfolio is $2MM. If this is all you have, you can do one of the life strategy funds. Not as low an ER as the 500, but not bad. I'd personally do the 500 until I had $100k, then worry about AA.

Just use Life strategy Conservative Growth and reduce your S&P500 holding.

The HSA is only a small part of your portfolio, so it's fine to have one fund there and adjust the rest of your allocation accordingly, treating your HSA and IRA as if they were a single account saving for retirement. (I hold only one fund in my own HSA.) If Vanguard Total Stock Market is part of your target allocation, then it would probably be the best choice.

I notice the PIMCO GNMA is leveraged.

Pimco real return fund is one in the past widely used here.

What kind of leverage does gnma fund use? Is it really leveraged or j just a futures transaction?

Not clear to me. But bonds are 150% of the portfolio:
