Opportunity to TLH

I have an opportunity to tax loss harvest with my international fund, but just recently began paying attention and learning more about this. I invest monthly, and added to my fund at the beginning of June. I also received, and reinvested, a dividend mid-month (I have since changed my dividends to cash).

Can I sell all the tax lots of my fund (with a loss, obviously) EXCEPT the last two, and buy a new fund without triggering a wash sale? Or do I need to wait until next month, so that 31 days without any purchases or sales have passed before executing this plan?

No. You will trigger a wash sale. Then you can undo the wash sale by selling the last two lots (the most recently purchased ones).
