Switching from Vangaurd Star to TSM

I would like to transfer my Star funds to the TSM (VTSMX). Is the process a simple transfer or are there penalties/taxes to content with? Thanks.

Where is your account? Taxable? IRA? If it's taxable, how long have you held it and would you be selling it for more than you purchased it (per share price?)

Assuming this is an IRA held at Vanguard there would be no cost, taxes or otherwise, to make the transfer.
If it is a taxable account then the transfer would be a taxable event with the potential for capital gain or loss.
If this is held at another broker, fund company, etc. you would be subject to any fees imposed by that company.
