Tax efficiency of TBM vs new VG ex-US bond fund

Question: Between TBM and VTABX, is one more tax efficient than the other?

(My AA calls for more bonds than I can fit into my tax-advantaged accounts, therefore I hold some TBM and munis in a taxable account. I need to rebalance and increase my bond allocation and I intend to add VTABX. So, I would like to determine if VTABX or TBM should be placed in tax-advantaged or taxable. [I am aware that, in our low-yield world, it is possible the stock is better positioned in the tax-advantaged account. But, I'd still like to know.])
