Doesn't 2010 conversion liability get spread over two years?

i thought that, in addition to the AGI cap on being able to do a conversion being lifted for 2010, there was also an ability to spread the tax liability over two taxable years (2011 and 2012)--(ie not just pay the tax due over two years). Am I wrong about that?
