Small investors will almost never have a need for such a thing and those that do are well-served by buying appropriate Treasuries.

There's no reason not to do as you suggest. But you don't have to wait the full 15 days if the funds are available sooner. Big market moves have a way of reversing themselves very quickly, so whatever risk management you are accomplishing will be equally effective with just a few days gap.
