Short and Intermediate Treasury Funds

With so many investors running to the "safety" of government bonds, isn't this a good time to move money from MM funds and CDs with falling rates to the Short or Intermediate Term Treasury Funds? Or is this market timing when the ship has sailed?

Thanks to all the commenters.

I suppose I now follow the logic but I'm beginning to realize:
it was simple to save for retirement; it looks like its not going to be as simple to get the money out advantageously during retirement.
