42k pension with COLA is a lot of money. It should be equivalent to something like 1.1 - 1.2 million.
(note : it takes ~750K to buy a similar annuity without COLA).

I've called Vanguard again and asked them about contributions / earnings document. Apparently they don't have it, but said that they will try to prepare one for in 2-3 business days. It is kind of weird, since I'd expect this info to be readily available for educational account. My 529 has this info...

Utah form says "please provide a form showing the contributions". and my Alabama form says "if your current 529 program manager does not provide a breakdown of the contribution, we are required by law to treat the entire rollover as earnings". When stocks are on a rip, normally one in accumulation phase would have to put new money into bonds wouldn't they? That's what I'm faced with right now.. the new money need to go into bonds. Except when bond funds are on a rip as well. Like today. S&P 500 and TIP had near identical performance today.

Just checked, and see a 10-year CD at Vanguard earning 3.3%, and several earning 3.25%, so anything less is not a good deal for brokered CDs. What is the penalty on this one, is it FDIC insured? The highest FDIC insured I see is 2.5% for 10 yr. I don't have guts to lock the money for that long so looking for a penalty clause. I've actually bought 3.2% 10-year brokerage CD today. I was planning to buy 10-year TIPS on the auction tomorrow, but today 10-year TIPS dropped by 0.18-0.2%

All risky assets (EM, REIT, etc.) are up by 3-4%. Foreign stocks are up by 2-3.

IMHO, OP's post is a classic example of hedonic adaptation. If he/she would've stayed on campus then he/she would've regretted not spending money on something else, like buying more beer for friends or taking girlfriend/boyfriend to some nice restauraunt or something like this.

I have a different suggestion - how about delaying SS till 70 while spending the IRA money she has right now (i.e. till 70)? Delaying SS till 70 will be the best SPIA-equivalent option that she can get on the market right now and should add ~$600 to her monthly income. It is also has a COLA build in.
