I'd go with the 100% option. The only other wrinkle would be if you have a large amount of life insurance, then I'd strongly consider the 50% option.
Chances are they are going to offer a lump-sum buy-out in a few years (many do), so you'll have another decision to make then.

Second---I'd try to recommend Vanguard Target Retirement Fund. She can put the money in and just forget it, she won't need to manage it.

Forget the 401K loan. Loans against retirement accounts are not good, most plans don't allow it.

Illinois--You have (1) Federal COBRA law and (2) Illinois COBRA law. For an employee who is retiring, Illinois COBRA for the spouse may run longer than the Federal 18 months. You may want to talk to his company's HR people, or health insurance specialist.

My Mother owned several American Funds for many years (like over 20 years) before she passed. She did very well with the American Funds.

S & P was at 2,377 earlier this summer, you are still ahead for the year. I'm buying Microsoft if it gets much below $ 100. Not sure about AT&T, I may buy some more of it.
